The federal government has cancelled all No Objection Certificates (NOCs) and permissions previously given to civil servants under the Government Servants (Conduct) Rules, 1964.
Government officers will now need to get fresh approval under the newly introduced Civil Servants Conduct Rules, 2026.
According to an office memorandum issued by the Establishment Division, all permissions issued under the old 1964 rules are no longer valid.
The order applies to officers working in the Secretariat Group, Office Management Group, and other federal service groups. They must now submit new applications under the 2026 rules.
Fresh Approval for Foreign Awards
The new rules also require government employees to get fresh permission before accepting awards, honors, or titles from foreign governments, organizations, or individuals.
Permission Required to Share Official Information
Under the updated rules, civil servants must also seek permission before sharing official documents or government-related information with the media.
The new rules are aimed at ensuring that government employees follow the updated conduct requirements when dealing with official matters.
