The software, developed by a private company, has been designed to function both online and offline, enabling the transmission of election results even without an internet connection. The Election Management System (EMS), developed at a significant cost of Rs320 million, will be exclusively deployed on election day. It will manage the data from Form 45 and Form 47 once the election process is complete. For each provincial assembly constituency, there will be three operators, while four operators will be assigned to each national assembly constituency.
Each returning officer will be equipped with a laptop for the election process. Additionally, officials from the National Database and Registration Authority (NADRA) will be present to input data into the system. The laptops will operate in offline mode using a local area network (LAN) during the election process.
The Election Commission of Pakistan (ECP) has dismissed concerns regarding the hacking of the EMS system as baseless.
