CDA Under Fire for Unlawful Capture of Stray Dogs in Violation of Court Orders in Islamabad

The Capital Development Authority (CDA) is facing fresh accusations of defying a stay order issued by the Islamabad High Court (IHC) earlier this year, after allegedly continuing to round up stray dogs in Islamabad’s G-10 sector. The court had clearly prohibited the capture of stray dogs until a comprehensive management framework was put in place — a plan that has yet to materialize.

Despite this explicit ban, newly surfaced video footage appears to show CDA teams seizing stray dogs from G-10 streets and transporting them away. The recordings have drawn strong condemnation from animal welfare activists, who accuse the CDA of taking advantage of the ongoing court recess to act without accountability.
